Chinese Water Pipe Brain Simulator

Chinese Room man's given a new rulebook noting which valves to switch on/off in a vast system of waterpipes in response to Chinese inputs. The pipes simulate the neural properties of a Chinese speaker's brain, but the man doesn't understand Chinese.
