National Cap and Trade system for CO2 emissions

Introduce a national Cap and Trade system for regulating emissions of carbon dioxide—i.e. give polluters limits on the levels of CO2 they are allowed to emit, and let them sell any unused allowance to polluters struggling to stick to their limits.
