S5-1: registered charities, 50% of costs to taxpayers

We anticipate that some people will think that taxpayers at large should not have to bear the full cost of raising additional premature babies, and that it's better to let people vote with their chequebooks to support registered charities that will bear the cost. Taxpayers at large would then cover half the cost through the tax refunds.
