S5: costs, healthy fetus & mother, late in pregnancy, first time

Assuming that a healthy mother is allowed to have a healthy, viable fetus removed, late in her pregnancy, we anticipate that people will consider that to be her giving the baby up for adoption, and that Canadians at large should cover the cost of caring for the preemie until it is adopted and then raised as a regular child.
