S4-2: costs, 2nd healthy fetus & mother, early in pregnancy
If a healthy mother is wanting to abort a healthy fetus for a second time, we anticipate that most people will think that it should be permitted, but there should be a deterrent to avoid a 3rd and more, and will expect the mother to pay for at least 50% of the cost, and to participate in some counselling.
