The lack of manufacturing standard certification such as CEN is not an excuse for cheating. Secondhand bricks can never meet these standards. Testing for frost resistance is implied in reclaimed bricks which have usually undergone many more freeze thaw cycles than new ones.

The environmental and carbon benefits of a Truly Reclaimed label will encourage greater reuse.

EU standards committees should mandate reuse at end of first life of every construction product. For example, new bricks should be required to have some kind of ID system built-in and need to be laid in reversible normal weak lime mortars.

Proof of origin is another tricky area. New materials may contain contaminants, be manufactured under uncertain conditions, made by foreign workers, use unproven new technologies and chemicals. Why should reclaimed materials have to pass these tests when new materials do not.
