Nuclear weapons raise the threshold for war, but not 100%

NW possesion raises the threshold for NW states to go to war, but the consequences of Nuclear War are so great that a 100% blocking threshold is required. Since this is not realistic, nuclear war is possible. Therefore the world would be safer if all nuclear weapons were eliminated.
