Revisionist states will want nuclear weapons no matter what

States can want nuclear weapons for offensive and defensive reasons that have nothing to with other states having nuclear weapons, rather than their own regional ambitions and others' conventional arsenals. Therefore, nuclear disarmament does not stop other states from wanting to have them.
