Adopting the CTBT is not necessary to achieve nuclear disarmament

The CTBT is designed to prohibit and monitor nuclear test explosions. This, to prevent states from improving old or developing new nuclear weapons. When states are already committed to nuclear disarmament, adopting the CTBT, which presupposes an intention to maintain arsenals, is unnecessary.
