Undertake not to use nuclear weapons against non-nuclear weapon states

All nuclear-weapon states should undertake clearly and unconditionally not to use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones—and conclude a legally-binding international instrument on it.
