Give each community a veto
Allow each member of the Parliament to identify themselves as Israeli; Palestinian or Neutral. Certain acts can require "cross-community support", whereby a majority of each community needs to be in favour. Would mean each side has a veto if they agree. Already used in Northern Ireland Assembly.
