Countries withdrawing from NPT must return materials / technology

Countries seeking to withdraw from the Non-Proliferation Treaty (NPT) remain responsible for any violations of their non-proliferation obligations before they withdraw, and should be required to return any materials or technology acquired through NPT membership.
