Representations aren't involved in concernful activity
No representations are necessary in ongoing concernful activity. A carpenter hammering nails will only have an explicit representation of the hammer as an object with properties in cases where "breakdown" occurs.
A carpenter hammers nails without an explict representation of the hammer. It is only in cases of "breakdown" that the hammer emerges from the background of equipment and is represented as an object with properties.
