On-call Physician "Off Site" can order

An On Call Physician in an On-Call Room OR at home can formally initiate orders and there is less reliance on "Verbal Orders" that can get muddled in verbal processing.  The On Call Physician can also access "Order Sets" that give decision support for problem-specific orders.
