Safeguards will be circumvented
Within 12 months of introducing the system it is very likely that criminals will have exploited vulnerabilities in either or both of the passport/card and central database.
There is a constant battle between the producers of passports / ID cards and those looking to beat the system. As safeguards are added to the issuing process and the documents criminals will determine ways to get past them.
