The interaction between technology and complements should guide policy priorities.

Digital strategy therefore needs to be broader than ICT strategy.

While the internet is no shortcut to development - it can accelerate the improvement of complements.

Let's celebrate the digital revolution - but not be complacent about it.

  • Integrate ICT into development
  • Attend to soft & complementary factors
  • Engage stakeholders - pursue partnerships
  • Emphasize diffusion & inclusion
  • Balance strategic direction with local initiative
  • Enable innovation & learning
  • Empowering and engaging local indigenous engineers - innovators - educators .
