"The Internet, digital technologies and data revolutions are having dramatic impact on some leading countries. Yet, despite phenomenal increases in access to the Internet and mobile, this has not yet translated into development impact or reducing global poverty. We need to know why and what to do to bridge the divide between those who invested in the ICT infrastructure and reaped substantial dividends, and those who have yet to realize the potential payoffs, the majority of mankind.
All countries are still at early stages of this digital transformation. Technological change is racing, but policies and institutions are slow to catch up. There is much to learn and share together about how to align digital technologies to enable new development strategies, policies and institutions.
My hope is to have this forum contribute to creating a Learning Center for Inclusive Internet, to fight global poverty and to use digital transformation to promote shared prosperity and participatory and sustainable development. We must avoid having this technological upheaval reinforce current and perhaps growing income and development divides. I hope the forum will clearly establish the momentum and mobilize the resources to support the creation of such a global trans-disciplinary learning center.
I hope the new center will work with policy makers, grassroots organizations, and other stakeholders to facilitate this transformation for the betterment of all."
