The plan would span over 15 years and would be paid for by the government. It would cost $15 billion. $ 5 billion would be used to build a Helium-3 fusion demonstration plant, another $5 billion for a heavy lift rocket, $2.5 billion would be spent on mining resources, and the last $2.5 billion would be spent on operational expenses.
