Upgrade Lifeline Program with Smart or 4g devices for Internet for all

  • Delivery was not planned and implemented with infrastructure and no devices to take advantage of the internet. 
  • In the US, a federal (national or country level pricing for government sponsored programs)  lifeline service has been offered to any person on the foodstamp program.  
  • Retail service plans nearly always supply a smart device for free with paid subscription or service under a service plan with x years commitment.  
  • Government sponsored programs are expected to receive the best pricing for both hardware and service under contractual federal regulations.  
  • Federal  contract non-compliance should supply the smart phones AND service at the best rates.  
  • Facebook Reports the highest internet speeds and capabilities would be required in supplying the type of content and services INTERNET for ALL intends to provide for all users in all parts of the world.  
  • GSA pricing regulatory rules demand the lowest price from all suppliers in the program. 
  • Workers are located in the main buildings at the social services office
  • Persons on federal aid programs like the SNAP (foodstamps) have the option to acquire a free mobile phone and cell phone service.  
  • Persons on local General Assistance programs
  • Two known service providers or carriers (1) US and (1) Australia 
  • Sprint - online provisioning and monitoring with service level agreements are not supplied by Sprint.  
  • Virgin Mobile -tbd
  • Internet service IS NOT on the current offers and may be billed without service delivery by the local carriers
  • Hardware devices ARE NOT smart phones - as a result the upgrade for a small fee isn't compatible or of value to those with the greatest need. 
  • Education and  programs available to those with the greatest need are not going to be accessible to these people on the current devices.
  • Recycled 3G phones refurbished and redistributed through Sprint have internet capabilities. 
  • Charges will bill to the federal sponsor at a higher rate with 3g versus 4g
  • Repurposed devices reduces the pollution of types students have identified in under-developed countries.
