Very often the way the report is written leads us to conclude a false positive or in the case of the report from the white collar crime institute, my own perception was that the findings were all traced to prisoners and two women who had applied for funding and received the funds without being an actual victim. 

I nearly missed the fact and it wasn't highlighted about the fact only 1 million was traced to these persons.  $16,999,000.00 was never found.  The focus shifting from recovery to prevention make a great deal of sense.
