Not all terror attacks can be prevented by Arab states

Not all terrorist organisations can be reasonably constrained by Arab states. A more reasonable approach is to make sure that Arab states and the Palestinian authority have the will and resources to prevent terrorist activity within their borders, and for Israel to establish a genuine partnership in this endeavor as opposed to engaging in military attacks that kill many civilians.
