Building a nation is a huge endeavor, 15 years is not a long time.
Compare 3 states all rebuilding from the 1990s: Rwanda, South Africa, and Eastern Germany. South Africa has a similar political situation (ANC is almost dictatorship) and has made much less progress, from a more advanced base. DDR Is fully democratic, but can't dream of this kind of economic growth.
