Vectors are rarely or slowly changing based on consistent impact analisys as a whole, which raiaes anotherdentity or element related facts about the person or associated measurements as defined by the conceptual framework applied to the Universalism of all living individuals.  
 
Vectors are associated with  every business, enterprise and individuals as living in a role versus functions Audit and Monitoring of a minimum viable system model (MVSM) which we apply to determine wellness or sense when individuals are threatened in risk or crisis.

Principle 4 -  The purpose of the MoI intends to enable a service system science where health and safety are determined by universal vectors and a service management model where threats to safety of mind or body are measured equally by incidents>problems>risk>crisis.
 
Principle 5 - The purpose of the MoI intends to enable  the cybernetics management viable system model to compliment and enable a  self governing option for the public sector management of both living  organizations and living enterprises.  
 
Principle 6 - The purpose of the MoI intends to enable human rights with dignity in privacy or public matters by each individual having a choice to determine the confidentiality and to be informed of any threats to the privacy of each person.  
 
Principle 7 - The purpose of the MoI intends to enable human rights with dignity by ensuring all persons have a right to be awareness of self and empowered to communicate with others of like or influence others who are unlike themselves.   
 
Principle 8 - The purpose of the MoI intends to enable equality by ensuring a consistent monitoring system with comparable measurements both vectors and variables.  
 
Principle 9 - The purpose of the MoI intends to ensure the hardest to reach populations and the natural environments they live in, have a bio-diversity approach to identify and retain the wealth in assets from nature.  
 
Principle 10-The purpose of the MoI intends to ensure we treat international innovation incubators in an international governance model.
