Jerusalem to remain Israeli, with concessions around access
Many groups in Israel will not accept any suggestion that cedes sovereignty over Jerusalem either in full or in part. A lasting agreement may need to concede Jerusalem to Israel in exchange for other contentious issues being settled in favour of Palestine, with guarantees around access to holy sites/mosques.
