The proposal intends to strengthen the systems within the tribal nations without state interference. A cultural and spiritual need exist and for far too long has crippled various tribal populations. Either the western culture and beliefs of non-tribal people has been devalued for far too long.
In Washington State, an indigenous tribe has proven a direct Federal relationship allows the nation to run it's own Foster Care, Kinship, and Child Support agency within the reservation increasing the quality and availability of care for the nations without state interference.
