Central state control isn't necessary for effective local government

The colonial mistake is the attempt to impose local government on a tribal area through a central government, when the tribe, for all intents and purposes, is the recognized local government. Focus instead on making peace with the tribes in a coordinated effort to combine the interests of the tribes with the interest of the American people for peace and stability in that region.
