AKnowledge Federation is typically a digital library which is at once:
- Well indexed
- Well organized by topic
It is thus a topic map.
The knowledge federation process is one of maintaining information resources in a map such that there is one and only one place in that map for each individual subject, and all subjects are connected -- like a road map -- with associations as appropriate. It is a map of a given territory.
