Definitive evidence is often difficult to obtain

"When dealing with complex systems it is rarely possible to obtain the sort of evidence that would be required in science, engineering or clinical trials. As things stand, the overall evidence base on how to tackle obesity is limited, and what evidence there is on effective approaches is skewed towards short ‘visible’ interventions at an individual and consumer level."
