Loss of enforcement power
One of government's chief functions is to enforce laws that keep the powerful from taking advantage of the weak. Governments cannot enforce laws when they are not in control. Loss of trust of Certificate Authorities and the anonymous nature of the Internet means that technologically savvy entities and groups have the power to steal with impunity. They can cripple someone's access, destroy their data. With advances in the Internet of Things, they will be able to physically harm, as well.
