The participants fall into clear groups
It is necessary to make a distinction between accessing a wider range of technical / scientific expertise and experience on the one hand and collecting and weighing the value judgements made by stakeholders on the other – I agree that crowdsourcing can help with the former, but consider that a more proactive approach to collecting the views of stakeholders is required especially when critical decisions affecting the whole of society are under consideration
