A debate with an unclear structure may not give a reasoned outcome

In the public debate the participation can be structured or not, formal or informal. Thus, it is difficult to legitimate the outcomes and to be sure that according to all the point of views we have obtained a “relevant” recommendation and thus it is difficult to have “confidence” in the recommendation.
