From DSM-5 to BE-1?

Flip DSM-5 on its head -- Why not BE-1? Brain Effect 1 would list all brain-altering drugs with their effects on the brain plus the recorded effects of those drugs, not only physical but mental.

Should it try to list effects on consciousness?
