Option 2: Mental care professionals should recommend what drugs when.

This is an important option. It contains the words "mental care professional" which might have several definitions. It also contains the word "recommend" which implies a degree of control by the client.

This issue is particularly urgent in that 80% of all antidepressants are prescribed by General Practitioners in physical medicine, often on the basis of an interview less than 10 minutes in length.  Such practitioners on the whole do not have serious training in the assessment of human personality or psychology.

Before any drug is "recommended", the physician should be certified in a relevant program of training for both the benefits and risks of the drug.  Likewise, a protocol should be established for the appropriate following of the patient to assess drug effectiveness and side effects for whatever time the medication is taken.  The practice of automatically renewing drug prescriptions without patient supervision must stop.
