Prior Informed Consent from a Parent

It is an insane concept to think my parental rights are ignored by public or private sector agencies or organizations.

Insane but a reality for those in the United States 

COPPA-Children Online Privacy Protection Act has reduced the age for a child to the age of 13 years.  Parents remain liable for any actions until age 18

What this change implies is that a child by age 13 can enter into commercial agreements.  Does this sound right to you?
