Upgrading the capacities of key anticorruption institutions should be a key implementation priority to bring to justice corrupt officials, particularly those in high places. We suggest upgrading three institutions in particular: the Ombudsman’s Office, the Sandiganbayan, and the Inter-
Agency Anti-Graft Coordinating Council.
