Provide TopicMapper as a UIMA annotator.

TopicMapper is an annotator which can map some body of knowledge to a topic map and to merging/reducing agencies. It can also help support mapping into and through the Knowledge Federation.

Adding a TopicMapper to the UIMA ecosystem allows distributed knowledge bodies to pull for federation.
