Nuclear weapons can be dismantled

Warheads can be dismantled, and the fissile material stored or even burned in nuclear power reactors. Delivery systems (e.c.ICBMs) can easily be destroyed. 5 minutes with a chainsaw is enough to render a missile into scrap metal.
