Agricultural Productivity or Enhance the Service Sector?

Hong Kong and Singapore do not have agriculture and natural resources but they are immeasurably more affluent than the Philippines.  Should the Philippines now shift to the Services sector?

Besides our agricultural sector suffers from low productivity, lacking integration of the comprehensive land reform and agricultural inputs credit, stressed from the competitive and dumping effects of globalization, and what have you...

So, should we now look at enhancing the Services Sector instead and be like Hong Kong, Singapore, Taiwan and Japan?
