"Nationwide, receipt of TANF benefits declined by 73 percent from 1996 and 2005. In Wisconsin, about two-thirds of former recipients had lower incomes after losing public assistance. In Milwaukee, 86 percent of those who lost public assistance had incomes below the poverty line" (Beeghley, 259)
