Forge a regional security pact

Establish by treaty a regional security pact that would group the countries of the Arab Middle East with Iran and Turkey—eg starting with an anti-terrorism pact, broadening to a framework for resolving security issues that impinge on whole region.

A regional security conference including Iraq's neighbours to produce an agreement/treaty on non-intervention and combating terrorism. Signatory states will be responsible to set of markers for commitments. It's purpose will be to reduce/eliminate neighbouring countries' support for insurgents, terrorists and militias.
