when neighbors know each other personally, they will look after one another more strongly as opposed to neighbors who dont speak or care about eachother. The program instills a sense of teamwork and strength in community by having neighbors work together for a common goal - stopping crime. it also help neighbors build relationships with local police officers that work with the neighborhoods in order to patrol and prevent crime.
