GL GR: Obstacles and Challenges


The discussions in the different sessions indicated the following serious obstacles in the implementation of digital strategies:
  • Lack of clear legislation concerning rights of all actors involved;
  • Top-down central approach;
  • Lack of long term planning in initiating and implementing projects;
  • Administrative obstacles relating to procedures (tenders, appeals, etc).
