Improves the Whole

Before a business is allowed to form or build it should be determined if it fits within the context within which it will exist. That context includes multiple dimensions such as community, environment, economy, etc. The thought is that the creation of the firm should be viewed as an intentioned improvement to the system it will be part of and as Ackoff said, " Never modify the whole to improve the quality of the parts unless the quality of the whole is also simultaneously improved. " See: Beyond Continuous Improvement

And during development and continued operation all stakeholders must continue to evaluate the entity to ensure that it continues to satisfy this criteria. When it doesn't it must realign or be eliminated.
