Challenges
The main challenges identified were basically of a deployment nature, as the effort required to fully implement the new legislation passed will require a lot of awareness raising actions at all levels of Government.
It was agreed that there are still too many bodies reluctant to make available their data available, it remains uncertain the conditions for PSI re-use, and is not always available in the appropriate formats. But the panel suggested that is better to have them in best available formats, but at least available for their re-use. In addition, they are eager to see the revised PSI Directive proposal, and to see to what extent they will need to adapt their current practices, although their revised legislation ("Real Decreto") was considered a very ambitious and proactive policy.
