According to R.M. Schneiderman (2008) "The so-called welfare reform act of 1996 was at least in part intended to align American welfare policies better with American values. And it did. Aid is now contingent upon work, and the government no longer provides indefinite assistance."

Is it right for the government to put limits on how many children a mother can have in order to receive welfare money?
