PL: Challenges and obstacles

● Various discussions show that we should avoid duplicating efforts and infrastructure created to support digital inclusion. It is vital to use existing infrastructure. Simple solutions are needed. Research shows that Public Internet Access Points would be much more effective if they were supervised by skilled coordinatiors, who shoud receive regular salary;

● Recent research on internet use in Poland shows that inclusion is not a matter of physical access but it’s a question of motivation. People, who are digitally excluded are not convinced that it is worth trying to get online. One of the most important challenges is to show them positive impact of digital inclusion.

● The issue of WWW accessibility should be regarded as a priority. At the same time large number of public web pages is not accessible for people with disabilities.

● There is lack of coordination and clear leadership in the public administration with regard to these issues. Competences are split between Ministry of Internal Affairs, Ministry of Education and Ministry of Labour, without a clear institution or person responsible in the government for e-inclusion.
