Response of some should not determine policy for all

Worries about the aggressive response of parents should only be considered if there can be shown that there is a reasonable suspicion that they will respond in that way in a particular case.

Even if there is a suspicion of a violent response from parents, that should be considered a situation for further support for the family, rather than a reason to rule-out contacting them in the first place.
