Why does poverty continue to be a critical issue in the U.S.

According to  Iceland 'The hardship that often accompanies poverty has adverse effects on well-being. Children raised poor families are less healthy and worse off in terms of their cognitive development, school achievement and emotional well-being" (Iceland 2004).
