Permit before a person's life begins

Various terminology is used, such as 'life', 'a life', 'a person', 'a human being'.  Regardless of terminology, though, the question is about what is valuable.  ('Conceptus'  is used as a blanket term for zygote, embryo and foetus, without assuming presence or absence of a life.)
