Develop/Legislate Necessary Land Reform
One argument used in attempting to justify the racial restriction is that opening up citizenship would, as was the case in the Caribbean in the early years, result in wealthy caucasians buying up prime property - thus disenfranchising poorer citizens. Land reform would alleviate this argument.
